It is good for recode of Unicode based e-mails to other codepage. This is good for readability of unicode based e-mails by clients without Unicode support. (For example Pegasus Mail.) Inside Norman's configuration you can specify desired target codepage for recoding. You can use any target codepage what is supported by ICONV library. When processed e-mail not contains Unicode, then it is leaved untouched.
